The Cloudy Stronghold is the 4th Stratum you will come across and the territory of the Yggdrasil Empire. It features many soaring aquifers and ruins. To navigate this Stratum players must first go to the Windy Archive and retrieve a Black Flame, allowing for highest elevation travel. Another thing to note is that as you defeat each labyrinth, more FOEs appear in the area than before.
